Vacancy Announcement From RTI International Posted on October 16, 2017

RTI International, the International Education Division is currently accepting applications for a Grants and Procurement Assistant (one position) to support the Early Grade Reading Program (EGRP), a USAID-funded five-year program to improve early grade reading in Nepal. This is a full-time position.The program will work closely with and support the Government of Nepal’s design and initial implementation of a national education model that standardizes early grade reading in public schools. The position will be based in Kathmandu.

The Grants and Procurement Assistant will be responsible for project procurement, logistical support, and grant management. S/he should ensure that all the procurement and grant tasks should be executed timely in a cost effective and efficient manner within compliance of RTI and USAID policies and procedures.  

Primary Responsibilities:
> The following responsibilities, related to Grants, are expected to require 70% - 75% of the Grants and Procurement Assistant’s time:
> Assist the Grants and Procurement Management Specialist in the administration of the grants program in coordination with RTI and USAID guidelines.
> Maintain good financial reporting processes for all grants, and report any grants pipeline issues to management on a monthly basis.
> Review potential grantees budgets and costs for appropriateness, and analyze financial reports and procedures of potential grantees.
> Monitor grant budgets to ensure project expenditures versus milestones and reimbursements.
> Coordinate with technical staff and Finance Director to compile project financial reports and maintain trackers.
> Track all leveraging from partners, cash and in-kind. Certify in-kind leveraging in a timely manner and evaluate according to grant objectives. Report leveraging expenditures to USAID on a quarterly basis.
> Support partners in grants elaboration.

Remaining responsibilities of the procurement and logistics activities will require 25%-30% of the Grant Officer’s time:
> Assist Grants & Procurement Management Specialist in managing procurement planning and activities, ensuring compliance with RTI and USAID procurement policies to established procedures.
> Assist Grants & Procurement Management Specialist in procurement process from solicitation/announcement distribution through proposal/quote review and processing agreements with selected vendors as well as review of payment requests and invoices to ensure contract/performance compliance.
> Assist the Grants and Procurement Management Specialist in effective negotiation with suppliers on a wide variety of commodities (printing materials, bindings, vehicles) and services for the best overall value to the project.
> Assist in all phases of sourcing activity to ensure best value and within required lead times for a variety of requirements in Nepal, including analysis of overall budgetary impact for all types of procurement transactions.
> Assist Grants & Procurement Management Specialist to manage the procurement review process by following RTI review mechanism, assist in establishing award criteria, ensuring completion of review documents, and record recommendation of award from selection committee.
> Assist in preparation and distribute solicitations for goods and services as required to ensure adequate competition, or alternatively assist program staff to prepare sole source justification when competition is not viable.
> Assist the Grants and Procurement Management Specialist in issuance of purchase orders in accordance with company policies and procedures.
> Notify both successful and unsuccessful offers and respond to any inquiries resulting from them.
> Ensure timely submission of deliverables from partners/vendors and follow up as needed.
> Ensure deliverable documents are in compliance with Scope of Work before processing for payment.
> Assist to keep track of office inventory for donor reporting.

Required Skills and Qualifications:
> Bachelor’s Degree in business administration, social sciences, accounting/finance or other related fields.
> The candidate must have 1-3 years of experience working with contracts and grant management in International Non-Government Organization.
> Strong financial and administrative management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting.
> Experience in client relationship management, developing program budgets, financial management of large-scale programs preferably for donor-funded programs.
> Understanding of USAID contract policies and regulations are an added advantage.
> High degree of proficiency in office procedures, typing and use of computers including Microsoft Word and Excel programs.
> Strong written and oral language skills in English and Nepali.
