1. Health Advisor
GRADE: 2+
TEAM/PROGRAMME: Program Development and Quality (PDQ)    
LOCATION: Kathmandu, Nepal
CONTRACT LENGTH: TBD

CHILD SAFEGUARDING: LEVEL 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).

ROLE PURPOSE: The Health Advisor is the technical lead for Save the Children in Nepal/Bhutan’s work in the Health (including Nutrition, HIV AIDS and WASH) sector, consisting technical areas primarily focusing new-born health, child health, maternal health, nutrition, adolescent health, sexual and reproductive health, family planning, HIV AIDS, health system strengthening, water supply and sanitation programming. The Advisor plays a lead role in setting the strategic direction for the health sector, designing new programs and projects, and identifying and pursing strategic partnerships. S/he is responsible for ensuring program quality and program learning for a range of projects and advises field-based technical staff. S/he plays a senior representational and advocacy role with the Government of Nepal, donors, and key national and international stakeholders, and works on a regular basis with SC members and internal stakeholders to maximize program delivery. The Advisor ensures that program learning, research and evaluation findings are channelled towards advocacy, continuous improvements, and new program design.

QUALIFICATIONS AND EXPERIENCE:
Essential:
> Master’s degree (PhD preferred) in Public Health or related field(s)
> At least 10 years of working experience in relevant field, including at least 5 years in senior leadership position
> Strong leadership abilities, leading and inspiring others
> Excellent understanding of key issues and strategies for health sector programs
> Excellent skills on process facilitation and coordination with high standard.
> Excellent inter-personal communication skills
> Strong analytical capacity and proficient understanding of both qualitative and quantitative research methods
> Good presentation skills including policy briefing
> Good supportive supervision skills, developing self and others
> Excellent English communication skills, specifically written
> Demonstrated ability to deliver results, engage in effective and collaborative problem solving and decision making, and foster program innovations and adaptations

Desirable:
> Advanced knowledge about the Health sector policies and context in Nepal

2. MEAL Manager
GRADE: 2

LOCATION: Kathmandu
CONTRACT LENGTH: National Contract
CHILD SAFEGUARDING:Level 3 - The responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE:

The primary objective of the post holder is to provide overall leadership for the effective implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) within the organization. The MEAL Manager will lead the MEAL team and provide high quality technical support for program design, strategic planning, capacity building of program staff in monitoring and evaluation, setting up and managing program quality monitoring and accountability systems. The MEAL Manager will be responsible for coordinating the country office participation in national, regional and global initiatives on design, monitoring, evaluation, accountability and learning and bring new ideas and knowledge for continuous improvement of the MEAL system in Nepal/Bhutan.

QUALIFICATIONS AND EXPERIENCE
> Master’s degree in Economics, Development Studies, Statistics or related Social Sciences
> Minimum 7 years’ experience in leading, developing and managing M&E systems for large scale, complex, multi sectoral programmes.
> High level of technical skills, knowledge and experiences on strategic planning, program design using various logical modules including log-frames, result framework etc.
> Have knowledge, experiences and conceptual understanding on accountability, especially to communities and beneficiaries.
> Previous experience in leading teams and building M&E team capacity (developing training tools, training, coaching and mentoring)
> Demonstrated ability to work effectively in a multi-cultural settings with a wide variety of stakeholders.
> Ability to analyze information, evaluate options and to think and plan strategically.
> Excellent interpersonal, communication and representation skills.
> Ability to present complex information in a understandable manner, and to use innovative forms of communication
> Fluency in written and spoken Nepali and English languages.
> Commitment to and understanding of Save the Children’s aims, values and principles.
> Ability and willingness to travel domestically and internationally.
